GENERAL INFORMATION
The assessor is the town official responsible for establishing
the value of property for taxation purposes. The assessor comes
under the direction and certification of the State Tax Assessor.
Maine revenue services
The
assessor sets the valuations of all properties, real and
personal, on an annual basis. As the municipal assessor it is
my duty to set value. It is the Town Council, School Board and
Town Manager to approve the budgets. The mil rate, which
results in the tax burden each individual bears is then
calculated on the monies approved, by the Town Council, School
Board and Town Manager to be spent in each given year.
Many people believe that the Assessor is responsible for their
tax bill, when, in fact, the assessor is only responsible for
setting the valuation of each property within the community.
It is the assessor’s job to make sure that the tax burden is
shared equally among the property owners in the community.
Assessor’s estimate the fair market value of a property, that
is, the price a willing buyer would pay a willing seller for a
particular property. The best indicator of fair market value is
market activity. Buyers and sellers create market value by their
transactions.
Each year properties are reviewed for improvements, new
construction is added to the total valuation and adjustments are
made for depreciation, demolition, etc. Most of the adjustments
made are as a result of the permitting process that takes place
in the Code Enforcement Office or at the Planning Board level.
We rely on the building permit process to identify properties
that may have been demolished, renovated, improved, etc.
When people fail to get permits, their neighbors, relatives and
everyone else in the community carries a share of the tax burden
that belongs to them. These improvements, that often take place
without permits are picked up either through the field review
process or revaluation process.
The last town-wide revaluation was done in 1993 and there were
market adjustments made to all properties in 2005 for the 2006
tax bills. We are in the process of financially planning for
another town wide revaluation within the next two to three
years. At that point in time, it is my hope that all properties
will be photographed and our GIS system will be updated also.
Our office will be working in conjunction with the Code
Enforcement Office and other offices to make sure we have the
most comprehensive information updated at that time.

OTHER INFORMATION
The
Town of Winslow issued over 4000 tax bills; including all
classifications of property. The current total town valuation
is $422,673,675 and the total monies raised through property
taxation were $7,982,515.71.
